Sheriff considering future of Explorer program - Seal pups on the breach - Gas creeping up - STEP awards

Explorer program could see a comeback…

Lane County Sheriff Tom Turner says his agency is still working through the process of trying to decide whether or not to bring back the Law Enforcement Explorer Program that was suspended in January amid allegations the police sergeant in charge of it had inappropriate sexual contact with at least two members. 21-year department veteran Fred Swank resigned last week but will not face prosecution in the case because the statute of limitations had expired. Turner doesn’t want to see the cadet program eliminated entirely because it does have, he says, merit.

Turner: “You know it’s a great program, it’s a great opportunity for young people to see what law enforcement is about. Our organization has a number of full time deputies right now that started out in the cadet program.”

The Sheriff’s office is currently evaluating the policies and procedures governing the program. Turner says he has also considered merging the Law Enforcement Cadets with an existing Search and Rescue program.

Turner will speak at length on the program as well as what’s in store for the Sheriff’s department in general this afternoon during KCST’s Our Town. Also on the program will be the core leadership of the Western Lane Emergency Operations Group… they’ll talk about the March 11th Tsunami.

The arrival of spring has brought the annual reminder to stay away from seal pups on Oregon beaches. Oregon State University biologists are warning the public to avoid touching or approaching seal pups left alone on the beach while their mothers are out looking for food. Well-meaning people sometimes try to rescue seal pups they mistakenly believe are abandoned, or they crowd too close to them, preventing their mothers from returning.

The City of Florence and three local volunteers were honored last week during the state-wide Salmon Trout Enhancement Program awards conference. Florence STEP president Ron Caputo accepted an award on behalf of the City of Florence for its role in providing hatchery space at a former water treatment facility on Munsel Creek. The manager of that facility, Jack Armer was honored for devoting countless hours overseeing the process of collecting and nurturing a quarter-million steelhead eggs each year. Jim Grano, a long-time educator was recognized for his work with schools in developing the angler education and aquarium programs. The final honoree was Tom Peterson who has served on the Governor’s Salmon and Trout Advisory Committee for several years. He’ll be stepping down from that panel this year.

The average price for a gallon of regular unleaded has surged by more than 80-cents in Florence over the past six months. As late as early November the average price in Florence was at $2.81 a gallon… today’s local average is $3.64. two cents higher than last week. The national average price, as measured by Triple-A increased by 11 cents this week and is at $3.71. Oregon’s statewide average increased by three cents in the same time period… it’s at $3.79.

OREGON CITY, Ore. (AP) - The man who police say organized a
failed plot to kidnap Columbia Sportswear Chairwoman Gert Boyle has
pleaded guilty two days before his trial was set to begin. Nestor
Caballero Gutierrez pleaded guilty yesterday to burglary, robbery,
kidnapping and assault counts in Clackamas County, Ore., Circuit
Court. He faces 14 1/2 years in prison when he's sentenced April 14.

LA PINE, Ore. (AP) - Sheriff's officers say a Central Oregon man
whose ATV crashed into a tree managed to walk about 12 miles
despite his injuries before he was found. A Deschutes (duh-SHOOTS')
County sheriff's captain says a Twin Lakes Resort employee found
41-year-old Clayton Lichtenhahn walking near the resort yesterday
afternoon and contacted deputies. Lichtenhahn is in serious
condition.

PENDLETON, Ore. (AP) - A Umatilla County grand jury says two
officers were justified in shooting a Milton-Freewater man who
pointed a rifle at them. Oregon State Police Trooper Ryan Sharp and
sheriff's Deputy Morgan Dunlap shot Michael Thomas Summers on March
22 as they looked for a driver involved in a crash near Tollgate.
Summers was treated for his wounds and is now being held

SALEM, Ore. (AP) - Oregon Gov. John Kitzhaber is asking the
Legislature to approve his proposal to merge education
bureaucracies under a unified board. Kitzhaber told reporters
yesterday morning that his proposal would redefine an education
system for the first time in decades. The board would replace the
current Board of Education and Board of Higher Education and
propose budgets to the Legislature for schools, universities and
other education programs.

PORTLAND, Ore. (AP) - Police say a 3-year-old girl who was taken
from a Portland home Monday by her father in violation of a
restraining order has been found safe at a home in Vancouver, Wash.
Aleksandr Yarovoy has been arrested and booked into the Clark
County Jail. The girl has been reunited with her mother.

SALEM, Ore. (AP) - For the second day in a row, Gov. John
Kitzhaber is planning to throw his support behind a bill being
considered in the Legislature. Kitzhaber goes before lawmakers
today to testify in support of changing Oregon's unique kicker law
in order to save for economic downturns. Corporations and
individuals in Oregon get kicker checks when the state collects
more in taxes than anticipated.

PORTLAND, Ore. (AP) - The Golden State Warriors beat the Trail
Blazers 108-87 last night, tempering the celebration as Portland
secured a playoff spot. The Blazers clinched a spot in the playoffs
just before the half when the Houston Rockets lost to Sacramento.
It will be Portland's third straight trip to the postseason.

Parker Berberet hit a three-run home run yesterday in the second inning and the Oregon State Beavers scored seven more runs in the first two innings on the way to an 11-1 non-league victory over the University of Portland. Jared Norris was two-for-three at the plate for the Beavers who are now 21-and-7 on the season…

On the schedule today the Siuslaw Viking Baseball squad is set for seven non-league innings at home against the Marshfield Pirates. The first pitch is at five.
