City reorganizes building and planning - Pearl Harbor Remembrance Day - LCC Longhouse ready

City reorganizes building and planning…

A combination of dwindling finances and reduced workload has prompted the City of Florence to combine positions and shift office locations at City Hall. When the former City Recorder, Pat Heinze, gave her notice earlier this month, it created an opportunity to combine some job duties. Kelli Weese has been handling technical and mapping functions in the planning department for the past 2 ½ years. She’ll hang on to those responsibilities, plus add the title of City Recorder. Community Development Director Sandra Belson says building permit functions will move back to the ground floor at City Hall, allowing one person to handle those duties as well as pick up additional planning responsibilities. Belson said in an unrelated decision, after almost 16 years at City Hall, Lane County will be moving building and electrical inspection services to the county’s public works shop on 20th street. That means private residents outside the city needing electrical and building permits must now go to Eugene. Contractors can use an online system.

After more than four years and $1.6-million the new longhouse on Lane Community College main campus is set to open. Officials will conduct a grand opening ceremony Friday morning, and show off the 6,200 square foot building, dedicated for the use of Native American students and community members. It’s only the second Native American longhouse to open at a community college nationally. It’s built of fir and cedar log beams, hand-hewn cedar planking and plenty of skylights. The centerpiece of the hall is the ‘great room’… a large open space framed by rough-hewn logs. Next to that is the Hall of Honor, a small rotunda with a display case for each of the nine federally recognized tribes in Oregon.

Sunday, December 7th, 1941… President Franklin Roosevelt said it was a day that would live in infamy as he announced to a stunned nation that America was at war. Backers of the Oregon Coast Military Heritage Museum will put together a series of temporary displays depicting life in the United States as it likely was on December 7th and 8th as America was recovering from the Great Depression and preparing for war. It’s part of Pearl Harbor Remembrance Day this Sunday, December Fifth at Three Rivers Casino and Hotel. There’s no admission charge… the displays will be open from ten to five.

Expect delays on Highway 101 over the Siuslaw River today as crews attempt to wrap up work on leveling the draw spans in preparation for new lock assemblies. Final work had been scheduled for last week but snow and ice prompted delay. Delays of ten to 15 minutes are expected across the bridge today between one and five.

PORTLAND, Ore. (AP) - The crash of a small homemade plane south
of Portland killed the pilot but authorities say the man's dog
survived. Clackamas County sheriff's spokesman Jim Strovink says
the plane crashed and burned Monday at a tree farm near Lenhardt
Airpark in a rural area. The pilot has been identified as
68-year-old William E.C. Kennedy III of Portland. A deputy and a
chaplain went to the Kennedy home to inform family members and
bring the dog home.

PORTLAND, Ore. (AP) - The attorney for a Somali-born man accused
of plotting to bomb a crowded Christmas tree lighting ceremony in
Portland is suggesting that government agents had groomed the
teenager and timed his arrest for publicity. Mohamed Osman Mohamud
pleaded not guilty in federal court yesterday. A tentative trial
date is set for February.

PORTLAND, Ore. (AP) - A Multnomah County Circuit Court jury in
Portland has convicted a former oxycodone dealer of two counts of
aggravated murder in the 2008 deaths of a man and a woman in their
suburban Gresham townhouse. The Oregonian says the same jury will
reconvene over the next two or three days to decide whether
37-year-old James Charles Tooley should get the death penalty.

SEATTLE (AP) - Several fishing and conservation groups are suing
the EPA for failing to limit the use of six agricultural pesticides
to protect salmon. A lawsuit filed in federal court in Seattle on
Monday alleges the EPA has not taken action on measures that NOAA
Fisheries Service called for in 2008 and 2009.

PORTLAND, Ore. (AP) - A closed-door meeting of over 50 members
of Portland's Muslim community and city leaders focused on security
concerns after last week's foiled bomb plot. Mayor Sam Adams says
he urged Muslims to call police about any possible threats to their
community centers or mosques.

VIDA, Ore. (AP) - Lane County, Oregon, officials have received a
$2 million federal transportation grant to fix up one of the
state's best-known covered bridges.
The Register-Guard reports that the Goodpasture covered bridge
near Vida has been limited to vehicles of under 15 tons since
engineers discovered broken and deteriorated sections in its timber
trusses and substructure. The grant will pay to fix those problems,
allowing normal traffic of up to 40 tons.
The 165-foot bridge was built in 1938 across the McKenzie River.
With its architectural detail it's one of the most photographed of
Oregon's 50 covered bridges. Officials say repairs could begin by
2012 and be completed within a year.

FBI says there was no danger in Portland bombing attempt - Peace Harbor Hospice to light up a life 12/11 - Crabbers working on price negotiations

FBI Tipped off to investigate alleged bombing attempt

A Somali-born naturalized U.S. Citizen will be in a Portland courtroom this afternoon facing terrorism charges after a failed bombing attempt Friday night. FBI officials say they began investigating Mohamed Osman Mohamud after receiving a tip in June. Mohamud dialed a cell phone during a Christmas Tree Lighting Ceremony in Portland and was immediately arrested by authorities. He thought the call was going to detonate a bomb in a van parked nearby. FBI agents said it wasn’t a bomb, it was dummy explosives they had supplied to the Corvallis teen. The claim Mohamud planned every aspect of the attempt, including where to place the van for “maximum casualties”. In a separate incident over the weekend, the Corvallis Mosque attended occasionally by Mohamud was the target of what officials are saying was an arson-caused blaze.

Peace Harbor Hospice will host their annual “Light Up a Life Celebration” Saturday December 11th at the Florence Events Center. Hospice Director Glen Thelin says in addition to being a fund raiser, it’s a time to remember friends and family members who have passed away in the previous year.
210 – “For each donation they get a star. There’s a celebration that’s an hour and a half, Saturday December 11th. Those stars are then placed on a holiday tree at the Florence Events Center and during the celebration there’s a reading of those names.”

Thelin stresses that it truly is a celebration and anyone is welcome.

Negotiations between commercial crabbers and processors were suspended late last week after the two sides failed to agree on an opening price for the season set to open this week. Crabbers are seeking $1.75 a pound, the same price they received to begin the season last year. However, processors are seeking lower prices. Further talks are expected this week… crabbers can begin pulling pots Wednesday. The majority of the catch is usually sold during the month of December.

Nearly 200 pounds of turkey, along with all the trimmings were served up Thanksgiving Day as about 260 people enjoyed the Community Thanksgiving Dinner. Organizer Kathleen Forbes said about 40 volunteers, mostly Kiwanis Club Members, set up, prepared and served the dinner that was open to everyone.

Despite clinching a second straight Pac-10 Championship and at the least a guaranteed return to the Rose Bowl the Oregon Ducks have their sights set higher. Oregon trailed at the half Friday night against Arizona, but took the lead for good on an 85-yard touchdown run by Josh Huff and rolled to a 48-29 win in Eugene. The latest BCS Rankings dropped The Ducks to number two behind Auburn… just two-ten thousandths of a point separate the two teams.

Stanford moved up to number four in the BCS rankings after throttling Oregon State 38-nothing in Palo Alto Saturday evening. Andrew Luck threw four touchdown passes to set a single-season school record. The loss leaves the Beavers at 5-and-6 overall with one game remaining to become bowl eligible… that’s Saturday afternoon at Reser Stadium against the number two ranked Oregon Ducks.

Florence to turn sludge to dollars -- Black Friday deals include LC Waste Transfer -- What to do with leftovers.

Sewage waste? Or black gold?

Florence’s Waste Water Treatment plant produces an end product right now that has to be trucked to the Willamette Valley and dumped in the Short Mountain Landfill. Depending on demand, it can be as many as six to eight large truckloads each month, and it can add up to an expense of about $80-thousand a year. But, the city is in the midst of a pilot project that could turn that sewage sludge into a marketable product that can be used on lawns and flower gardens.
210 – “Basically a demonstration project to take the bio-solids and mix it with chipped yard debris and compost it basically to get it to a class A material.”

Florence public works director Mike Miller says several Oregon communities already have similar projects. The local effort is based on one in Josephine County.
211 – Josephine County has a product they call Jo-Grow. They compost it and they sell it to a pretty big customer base. They go through it, you know, quite a bit. I mean they don’t usually have any on hand.”

If it works out, and so far, miller says it appears to be, then the city will consider purchasing the equipment that is currently on loan. That could cost about $3.5-million but Miller says the payback would be quick.

You may not have thought of your nearest waste transfer site as a shopping stop on this Black Friday, but it could be. Lane County Waste Transfer Sites are offering reusable shopping bags, made from recyclable materials, for only three dollars… Plus, according to Waste Reduction Specialist Sarah Grimm, for every bag you buy, Lane County will throw in two additional reusable produce bags. On top of all that says Grimm… all proceeds from the bag sales will be donated to Food For Lane County. Grimm says all 16 waste transfer sites, including ones in Florence, Mapleton, Walton and Swisshome are participating.

If you’re like many Americans you have plenty of left over turkey today… Local restaurateur Cindy Wobbe says there’s a lot of potential there.
215 – “The first thing I do after that turkey dinner is I put that turkey carcass in a pot and I start to boil it with vegetables and stuff and it simmers for a good five or six hours. I freeze that.”

That stock can be the base of many good soups or sauces. As for the leftovers themselves…
216 – “I use those in casseroles, like, I’ll do instead of a chicken enchilada I’ll do a turkey enchilada. You know, any of those things… a taco that I might put shredded beef in, I’ll do turkey. Turkey has no cholesterol. It’s the healthiest meat.”

It may take a little bit of extra effort now, but in the end it’ll pay off in healthy, economical home cooked meals.

Things to be thankful for -- Community Thanksgiving Dinner - EQ off the Coast - Human remains found.

Family and friends top the list of reasons to be thankful…

Bob Sneddon has the story…

205 – “I took the time to visit with some folks in our community yesterday and ask them what they were thankful for. I found a couple common themes.
“Always my family, but also just as great the Florence neighbors in our community and the passer bys who lend helping hands and the friends that smile every time I pass them in the store.”
That was business-owner Lisa Sedlacek who also said she was thankful to spend the day with her family, including her father. Police Lieutenant Ray Gutierrez is grateful for family as well.
“I’m just thankful that I have… that I get to spend my uh, Thanksgiving with my family. They’re all here from college and I’m going to have a houseful, so, that’s what I’m thankful for.”
Next up was Lloyd Baker… a retired banker, one of the organizers of the community Thanksgiving Dinner and a local Kiwanian.
“I’m thankful for my family, neighbors and the friends I have. I’m thankful to be in a country that I can do what I want to do with freedoms and I’m thankful I’m in this Florence Kiwanis Club that supports this great community.”
Finally, I spoke with Cindy Wobbe… another business owner who has built a reputation for helping others…
“What don’t I have to be thankful for? Are you kidding? I live a blessed life. This year we did our pounding, we had a record year in donations. I am just overwhelmed in gratitude for the community response to that. I have a beautiful family and a good life. I’m grateful.”
One other common theme with all four… they spend a great deal of time helping others. All would agree that adds to the list of things they have to be thankful for… Happy Thanksgiving… I’m Bob Sneddon

If you have no where to go for thanksgiving, the Florence Kiwanis Club, in cooperation with the Church of the Nazarene and dozens of volunteers will be serving up a traditional turkey dinner today from noon until two… free taxi service is provided by River Cities Taxi. Organizers say once again they had to turn away as many volunteers as they accepted. They’re anticipating between 200 and 300 diners today.

Snow sends students on early vacation - Interim County Administrator selected - Fill up before you leave Florence

Snow sweeps in… leaves little lasting impact

Students in Florence and Mapleton got an early start to their Thanksgiving Breaks after a winter storm dumped several inches of snow on much of Oregon yesterday. The uncharacteristic snow along the coastal strip accumulated to as much as four inches in some outlying areas. No major transportation issues were reported as crews worked to keep major roads plowed and cleared. Dispatchers at the Florence Justice Center said things were relatively quiet. Classes at Mapleton and Siuslaw were cancelled yesterday, as were parent-teacher conferences in Florence. Administrators made the decision yesterday to go ahead and cancel classes in Mapleton for today. No classes had been scheduled at Siuslaw, but planned conferences there were cancelled for today as well. Weather forecasters say the weather should begin warming today, but holiday travel may be slowed somewhat before temperatures inland begin warming up.

Liane (lee-ann) Richardson was one of 12 internal and external applicants for the post of interim County Administrator interviewed, but was the only choice of Lane County Commissioners. Richardson has served as Lane County Counsel for the past two years, before that her experiences include senior litigator for Lane County, assistant dean for Student Affairs at the University of Oregon School of Law and city prosecutor for the City of Eugene. She’ll fill the interim position in place of Jeff Spartz who will leave at the end of December to return to Minnesota after three years in Lane County. The new county commission to be seated in January will determine the recruitment timelines for the permanent administrator.

Gas prices evened off nationally and across the state just in time for the Thanksgiving holiday… but they crept up two cents a gallon on average in Florence. Locally, the average price for a gallon of regular unleaded is up two cents this week and is at $2.84. Statewide it held steady at $3.01 while the national average went down two cents to $2.87. If you’re travelling away from Florence during the holiday, be sure to fill up before you go… In Eugene the average is $3.04 a gallon.

The Rhody Express, Florence’s local public transit, typically only runs five days a week, but the service will offer free rides Saturday to promote shopping at home according to spokesperson Darby Conner.
215 – “Free service between the times of ten and six pm. Ten AM to six PM, and that’s just free to the public and they can ride it wherever they need to go.”

The intention, she says, is to not only support shopping locally, but to promote the transit service.

Florence Kiwanis club members and other volunteers will be preparing a community Thanksgiving dinner tomorrow from noon until two pm. The meal is free and will be served at the Church of the Nazarene on 12th Street. For those who can’t drive… free taxi service is being provided by River Cities Taxi.

The Flo-Tones will be offering up their annual Holiday concert Sunday afternoon, four o’clock, at Florence Christian Church. It’s a fund-raiser for Florence Food Share. Last year’s concert raised over $1,000 in cash and 500 pounds of food. Director Laura Merz says this year’s goal is to double that…

Snovember... 101 Bridge delays... be careful with that deep fried turkey... Florence sign code revisions

Schools closed… traffic slowed…

The snow started falling yesterday in Washington State and began moving south after dark last night. As of this morning a blanket of several inches has fallen in higher elevations… with one or two inches in the Florence area, up to three inches in Mapleton. The snow prompted school closures throughout the area giving students an extended holiday vacation. Schools in Reedsport were closed this week because of budget cuts anyway…

The weather is causing treacherous conditions in many parts of the Willamette Valley with temperatures expected to begin falling later tonight. Transportation officials say highways are clear now, but will likely become very slick after dark tonight.

Highways 126 and 36 are open this morning with crews out sanding and plowing, but snow was still falling just before eight.

Slick conditions have been reported on North Fork Road this morning… as well as Highway 38 between Reedsport and I-5.

Snow is expected to begin tapering off this morning with clearing by later tonight… but lows are expected to be in the 20s overnight causing potentially slick driving.

Expect delays crossing the Siuslaw River Bridge on Highway 101 today… but not because of the weather. Crews were scheduled to begin work at ten on lifting and leveling the bridge spans in preparation for installation of new span lock components. Motorists are advised to expect delays of ten to 15 minutes through about four this afternoon.

One of the biggest hazards at this time of year has nothing to do with the weather. It involves hot oil, open flame and a turkey. Oregon State Fire Marshall Randy Simpson says deep fried turkeys are responsible for structure fires each year about this time. His office does not recommend the process at all, but he says, if you must fry… keep it well away from any buildings or combustibles. Never leave it unattended.

The Florence Planning Commission will hold a public hearing in two weeks on a proposal to amend the city sign code. The new code would govern signs in the building and structural codes with clear and objective standards, as opposed to the current situation where signs are regulated in the zoning and land use portions of the code. The changes are available at city hall, or on the city’s website and written testimony can be submitted at any time. The hearing itself will be December 14th.

Police employ tasers and bean bag rounds - State budget back in black - Snow? - Pounding nets record take

Officers attacked… tasers and beanbags deployed…

Two Florence men are in custody after separate incidents over the weekend in which they allegedly attacked police..
The second incident was the more serious according to officers. Responding to an assault at 1751 12th Street just before three o’clock Saturday afternoon, police arrived to find the suspect had left but they located him a short distance away. Instead of complying with orders to step out of the vehicle, police say the man quickly accelerated, narrowly missing one officer and another vehicle. He returned to the residence where he got out with a baseball bat and began making threatening moves and yelled to officers he wasn’t going back to jail and they should shoot him. Because of the threatening actions and words, officers fired tasers twice at 35-year old Sean Robert Marsalis with no effect. Sergeant John Pitcher fired a third taser, also without effect and Marsalis continued to yell at officers to shoot him. When Marsalis yelled “good bye” to the victim of the domestic assault, Sergeant John Pitcher then believed the man was going to charge. He ordered the use of a “less than lethal” bean bag, fired from a shot gun. Officer Terry Walton fired once, striking Marsalis on the chest but he still did not comply with orders to drop the bat. Walton then fired a second round and officers struggled with Marsalis but were able to bring him into custody.
In the first incident, officer Gabe Glowacki was responding to a report of a man knocking on doors and awakening residents at a mental health residence on Laurel Street at about four am Friday. When he responded, Glowacki was reportedly attacked by a man holding a chain in his fist. The man punched and kicked the officer and they went to the ground but continued to struggle. Glowacki was able to discharge his taser once into the man’s back. 23-year old Mark Anthony Halloran Jr., a resident of the facility, was taken into custody.
Police chief Maury Sanders said no officers were injured in either incident and said police properly followed department policies in deploying force.

The National Weather Service has issued a winter storm warning for a stretch of north-central Oregon from the Dalles to Redmond. A winter weather advisory has also been issued for much of the northwest portion of the state. Forecasters say snow is likely in Portland, the central and southern Willamette Valley, the Coast Range and portions of the Northern Oregon Coast by later today.

Finally, a little good news for the Oregon budget. It looks like the cuts are over, at least for now. State economists say the revenue forecast for Oregon is showing a modest gain after nearly two years of declines. After nine straight quarters of declining revenue, budget analysts said Friday that the current budget cycle will end on June 30th with a modest $62-million excess. That’s a tiny portion of the $13.3-billion budget. But, much of that cash will wind up going back to taxpayers in the form of refunds in 2012. That’s because the withholding tables for workers will change beginning January First. Lower and moderate income families in the state will see less money in their take-home pay because of the increased withholding.

For the tenth year in a row, Cindy Wobbe of Mon Amis Gourmet Deli has hosted what she calls an old fashioned “pounding”, a food drive for Florence Food Share where she’ll match, pound for pound, what is collected. She expected to bring in about three-thousand pounds Saturday at Grocery Outlet. That goal was surpassed within the first two hours and by the time she was done, residents had brought in 5,640 pounds of food.
200 – “And it all stays right here in our community to feed the 600-plus families that avail themselves of the services of Food Share every day of the month.”

Wobbe matched that, bringing the total to 11,280 pounds of food for the day.

new version of an old scam - Deadwood bridge coin released - Christmas tree permits - food for people and animals

New version of an old scam…

Florence Police Detective John Brejska says there’s no such thing as free money. But, there are still plenty of people out there trying to convince unsuspecting residents that there just might be. Brejska says a new version of an old scam has resurfaced recently. This one is in the form of a letter informing the recipient that they have won an international sweepstakes. The most recent example had a check attached for $4,800 with the “winner” instructed to deposit it, then return their own check for $940 to cover the taxes. In this case, the local recipient suspected a scam and took it to their bank to check it out. Bankers confirmed their suspicion and the letter was turned over to police. Brejska says most people recognize the letter for what it is. But, if the scammers are successful in duping even ten people out of a thousand… that’s nearly ten grand. He categorizes this with other offers that may come via email or regular mail. All require the victim to send something in exchange for free money… Brejska says anyone who receives any offer like this should give him a call before mailing anything.

The 11th in a series of what will eventually be 17 commemorative coins featuring covered bridges throughout Lane County will be released tomorrow. It bears an image of the Deadwood Covered Bridge. The first 25 of a total of 325 coins are numbered and will be auctioned off tomorrow during a holiday bazaar in Veneta. The others can be purchased for $35 each through the Lane County Website. The money is used to help maintain the county’s covered bridges. The Deadwood structure is located five miles north of Highway 36 on Deadwood Creek Road, was built in 1932 and has considerable architectural detail.

You can’t get one for this weekend, but beginning Monday permits for cutting your own Christmas Tree on Siuslaw National Forest Land will go on sale for $5 each. Bob Nowak with the Siuslaw National Forest says it’s a holiday tradition for many families to seek out their perfect tree on public lands. Getting a permit is relatively easy… they can be purchased at the Oregon Dunes NRA office in Reedsport, at Lakeside Grocery, or in Florence at the Central Coast Ranger District office. Nowak adds however, finding the perfect tree can be more difficult.

It’s always busy at Grocery Outlet on a Saturday, but tomorrow will be a little more hectic than usual as the store hosts fund-raisers for two organizations. Grocery Outlet Owner Woody Woodbury says it’s about feeding hungry people… as well as animals.

Woodbury says Mon Amis owner Cindy Wobbe will be on hand collecting food. She promises to match pound-for-pound all collections. There will also be food options for everyone stopping by. In addition to the Humane Society hot dogs and hamburgers a barbecue wagon will be on hand with proceeds from that going to feed the hungry as well.

Burger tapped for US Marshall - Empty Bowls ready for filling - foam recycling.

Lane County Sheriff nominated for Marshal’s position

He’s not saying goodbye yet, but Lane County Sheriff Russ Burger appears to be on the fast-track for a major promotion. Burger was announced yesterday as President Barack Obama’s nominee to serve as the U.S. Marshal for Oregon. He must still be confirmed by the Senate, a process which could take from two to six months. Burger applied for the position last year and has said the post represents a “great opportunity”. If confirmed, he would oversee all U.S. Marshal operations in the state. The service provides security at federal courthouses, tracks down fugitives, protects witnesses and federal judges, as well as transports federal prisoners. Burger was first elected to the Lane County Sheriff’s post in 2004 and subsequently re-elected two years ago. If he is confirmed as Marshal, under-sheriff Tom Turner would serve as acting sheriff until the Lane County Commission appointed a successor who would serve until next November’s general election.

It’s two weeks away and organizers are putting the finishing touches on a major fundraiser for Florence Food Share. One-thousand hand-crafted bowls will be for sale and if they all go… it could bring in as much as $10-thousand to help feed hungry people in the Florence area. For an average price of $10, shoppers will get a unique bowl and a coupon good for a cup of soup at a participating local restaurant. One of the organizers of the fund raiser, Desiree Johnson, says they’ve already signed up several eateries, but there’s always room for more.
205 – “I have contacted at least 30. We would like anybody from the Florence-Mapleton area who would like to participate on the soup coupon to just call me and we’ll get it set up.”

The Empty Bowls fund-raiser is set for December 3rd and 4th at the Florence Events Center.

If you try to walk on the ‘green’ side, but are frustrated because foam cups, to-go containers, and blocks of foam aren’t accepted at most recycling centers… you have a place to go every month beginning in December. Last summer Three Rivers Casino and Hotel installed a machine that compacts polystyrene foam, allowing it to be easily recycled. They’re making that available to the public on the first Monday of every month. Three Rivers “Green Team” captain Noriko Lampman says it will take a little effort to keep the program working. All foam must be clean, rinsed and put in clear, sealed plastic bags. Make sure it’s stamped with the recycle triangle and the number 6. Bring it to the Three Rivers Bingo Center the first Monday between Nine AM and Noon.

City gets grant for FEC generator - gas up - Rhody Court announced - Reedsport man killed

Events Center to get emergency power…

The City of Florence will receive $87-thousand towards purchase and installation of a 300-K-W generator at the Florence Events Center. Police Chief Maury Sanders told the city council this week the grant, from the federal Department of Homeland Security, was actually awarded to Lane County Emergency Management. But, he said, through the coordinated cooperation of county police chiefs Florence will get the money to finalize disaster preparations at the FEC. Sanders said another $10-thousand grant from the city’s insurance carrier, plus $10-thousand raised by the Friends of the Events Center will also be put towards the project. The City will still have to find about $6-thousand to wrap up the project. Emergency managers have targeted the Events Center as being a regional shelter in the event of a widespread area disaster such as a tsunami or earthquake. The center’s size, kitchen facilities and location make it an attractive place to gather people who may be left homeless.

A Reedsport man was found dead near his wrecked vehicle just south of Reedsport early yesterday morning after transportation workers noticed tracks in the gravel shoulder. According to Oregon State Police 44-year old Mark A. Jarrett died at the scene when his southbound Jeep 4x4 left the highway and plunged about 70-feet down an embankment. Police say Jarrett appeared to have been wearing safety restraints, but was apparently ejected from the vehicle.

In Florence, individual prices at the seven separate stations have been changed frequently in the past two weeks, but the average remains at $2.82 a gallon. Triple-A spokesperson Marie Dodds says crude oil has dropped slightly, but increased Thanksgiving travel also increases demand.

Parking Summit brings diverse group - hunger in Oregon - Community Thanksgiving - snow?

Parking summit draws diverse interests …

Conflicting complaints about recent parking enforcement efforts in Old Town Florence prompted Florence City Manager Bob Willoughby to hold two meetings last week to hear from a variety of people.
200 – “We had business owners, people who live in the area that has parking restrictions, shoppers, people that own property in that area.”

The meetings, last Wednesday, accomplished two purposes according to Willoughby. The first was to help everyone understand that there are several different viewpoints. While a property owner may feel one way about enforcement, it’s not necessarily the same thought that a tenant business owner, an apartment dweller or a shopper may have.
201 – “And to understand that whatever we did to promote the interests of one group was at the expense of another group and I think that came across at the meeting.”

Willoughby’s other objective was to come away with some sort of idea or ideas about what to do next, if anything.
202 – “I think there were several things that seemed to have a lot of support, so, if we’re going to look to make some changes I think we should focus on those things that had unanimous or near unanimous support.”

One of those… working on how to handle RV parking. While a great number of visitors come to Old Town in recreational vehicles, they can take up several parking spaces. Willoughby says there seems to be a consensus for controlling RV Parking, but the group plans on getting together again with the intention of possibly formulating some policy suggestions for the City Council.

National Weather Service forecasters are saying the coldest fall storm so far this season could arrive over Western Oregon later this week. It’s projected to move into coastal areas during the day tomorrow bringing heavy rain and winds gusting as high as 50-miles an hour. Snow levels are also expected to drop dramatically by late Wednesday, falling below pass elevations in the Cascades. Snow levels could reach as low as 15-hundred feet by this weekend. Officials say motorists should be prepared for winter driving conditions and plan your travel carefully during the second half of this week.

Hunger levels in Oregon continue to hover far higher than the national average. According to the 2009 hunger report released this week by the U.S. Department of Agriculture, Oregon remains among the top-five hungriest states in the nation. It’s estimated that just under 14-percent of Oregon households; roughly half-a-million residents; deal with food insecurity in one form or another. Half of those deal with “very low” food security which means they cut or skipped meals, sometimes for whole days, because they lack resources for food. Florence Food Share is the local food box pantry that provides assistance for an estimated 600 households each month in Western Lane County.

Organizers of next week’s Community Thanksgiving Dinner say they’ve signed up enough volunteers to help prepare and serve the meal, as well as clean up after. Now all they need are people to eat. Last year they served about 200 people between noon and two pm on Thanksgiving Day. This year’s meal will be served in a new location, the Church of the Nazarene on Nopal and 12th Street. There’s no charge for dinner and Rivers Cities Taxi will be providing free rides to an from during the meal.

PUD Increase - Coast Guard Crab Safety - Lane ACT

Coastal Residents to see higher power bills this month…
Even with a three-and-a-half percent rate increase, customers of Central Lincoln PUD enjoy some of the lowest electricity costs in the nation according to PUD General Manager Paul Davies. With this month’s electric bill, rate-payers in Reedsport, Lakeside, Florence and Mapleton will see slightly higher rates. “Significant cost increases from Bonneville Power Administration” force the increases says Davies. He attributed some of the BPA increases to delayed maintenance at the group’s nuclear facility in Washington State as well as several hydro facilities along he Columbia River. In addition to a 3.5-percent rate increase, residential customers will see a hike in the basic monthly service rate from $16 to $17. Davies says most of Central Lincoln’s power is ‘green’ or sustainable. 93-percent is generated without creating air pollution. Central Lincoln PUD is Oregon’s fourth largest electric utility, serving most of the Central Oregon Coast from Newport to Hauser.

Oregon’s Dungeness Crab fishery is set to open in the next three weeks, prompting the U.S. Coast Guard to focus on safety for the fleet. Over the next week Coast Guard personnel will conduct vessel safety spot checks and volu8ntary dockside exams in various northwest ports. Crews will be looking at primary lifesaving equipment and pot loading practices while in port, as well as watertight integrity and survival suits. It’s part of ‘Operation Safe Crab”, the Coast Guard’s continuing initiative to reduce the number of fisherman’s lives lost at sea. Commercial Dungeness Crabbers operate in some of the winter’s worst weather, hazardous waters and have some of the highest fatality rates of any west coast fishery.

One call provides access to social services…

A unique funding arrangement means Lane County residents have access to a wide variety of social services with only one phone call. That means people in crisis who need emergency food, shelter or assistance for some other non-life threatening need don’t need to go looking for where to find help, they simply dial 2-1-1. Late last summer the Lane Council of Governments voted to increase their dues and pass the extra on to support the 24-7 helpline. United Way of Lane County Chief Operating Officer Doris Towery says that funding arrangement means Lane County’s 2-1-1 system won’t be as reliant on state and federal funding reductions in the future. The system was able to go on-line smoothly and quickly for two reasons. Seven Oregon counties have already been served by the system for several years, so the infrastructure was already in place. Plus, Towery says, Lane County has operated a similar system on-line so the data base of available services is up to date and current. 2-1-1 can also connect potential volunteers with social services needs. People who want to help out can go to 211LANE-dot-ORG and click on the icon that says “Give Help”.

Three additional sites off the Oregon Coast have been recommended for protection as Marine Reserves. After hearing from community groups made up of coastal residents, commercial and sports fishers, as well as members of environmental groups, the Oregon Department of Fish and Wildlife have put forward the three new sites… Cascade Head near Lincoln City; Cape Falcon near Cannon Beach; and Cape Perpetua near Yachats. The three locations would be in addition to two sites already designated near Port Orford and Depoe Bay. A sixth area, off Cape Arago near Charleston is also under consideration. Proponents of the plan say the total amount of set-asides in the Marine Reserves account for less than 10-percent of Oregon’s territorial sea, but some commercial fishers say the reserves are in prime fishing and crabbing grounds and would harm their livelihoods. The plan must be approved by the Oregon Legislature before it would take effect.

A four-hour investment each year can save up to 18 lives. The Lane Memorial Blood Bank has to come up with 75 units of blood each day to meet the needs of area hospitals, and according to Chelsea Wong, Community Affairs Coordinator, each unit of blood can save up to three lives. Wong says most people can donate blood up to six times each year, and the typical donation takes about 45 minutes. That means a total of four hours and six units of blood can make a huge difference. The Lane Memorial Blood Bank operates the bloodmobile that visits Florence every other month. The next visit is coming up December 13th.

Vets need support - Two swept off Newport jetty - Thanksgiving - Sushi for kids

Veterans Day underscores Vets’ need for support

Each day, an average of 18 veterans take their own lives… that accounts for nearly 20-percent of all suicides in the nation. Post Traumatic Stress Disorder is considered to be a leading cause of military and veteran suicides. It can occur in those who experience or witness intense violence, serious accidents, or life-threatening events. PTSD can make people feel angry, hopeless, fearful, horrified and overwhelmed. But, it is treatable. According to David Dedrickson with the Oregon Partnership, many veterans balk at seeking help through traditional channels due to fear of career impacts or the stigma of perceived weakness. Some express frustration with red tape and self medicate or go without treatment. Dedrickson is a “Military Helpline Specialist”. One of a highly trained and dedicated team of volunteer caseworkers who staff a 24-hour a day helpline. The volunteers provide confidential crisis intervention and referral among the military community. Dedrickson said active duty military and veterans can call 888-HLP-4-VET or 888-457-4838. Information is also available at military helpline – dot- org.

They also reported two bicycles were found on the beach near the jetty.

Chance of even Senate slimming - coastal eq shakes ocean floor - Vets day and state furlough to close offices

Chance of even split in Oregon Senate gets slimmer

The chance that both of Oregon's legislative chambers will be split evenly between the two parties is diminishing as the final votes in last week’s General Election continue to be counted. Campaign strategists conceded Tuesday it would take marked changes in the vote trends to bring the candidates trailing in two close Senate races to victory. Both camps say they want to make sure the counting has gone properly. Final numbers, or at least close to final, are expected by Friday… the deadline for handling challenged ballots. The Republican surge in this year's campaigns has left the House in a 30-30 tie. Absent a late shift in the vote totals or a re-count that turns the results around, the Democrats would remain in control of the Senate by a reduced margin of 16-14.

Another large shaker occurred off the Oregon Coast this week. The U.S. Geologic Survey reports a 4.2 magnitude quake shook the ocean floor 100 miles west of Coos Bay just before eight pm last night. The horizontal quake did not produce a warning, nor a tsunami.

Most state offices will be closed the day after Thanksgiving as part of a cost-cutting move ordered by the Governor last year. To address budget shortfalls predicted in 2009 Governor Kulongoski ordered a total of ten unpaid days off and reductions in salaries of most state employees. Seven of those ‘furlough’ days have been taken. The eighth will be on November 26 when the majority of non-essential state services will be unavailable.

All banks, financial institutions, government offices: local, county, state and federal, will be closed tomorrow in observance of Veterans Day. Schools in grades K-through-12 will have the day off, as will higher education. Many schools will also have Friday off, making it a four day weekend for students.

Retail gas prices are inching up in many markets around the country because of crude oil price increases. According to Triple-A of Oregon crude is nearing a two-year high at $87 a barrel. The national average price for regular unleaded, as measured by AAA, is up six cents this week to $2.86. Oregon’s statewide average price is holding steady at $2.97. In Florence, mostly in response to a ‘rebranding’ of one station, the average price went down two-cents this week and is at $2.82.
