911 dispatcher delays fire response by 2 hours - State of the County to be unveiled Monday - Minimum wage goes up and volunteers get a new ride

Dispatcher disregards fire call…

A nearly two-hour delay in notifying firefighters of a motorhome blaze last week likely didn’t affect the outcome say fire officials. But, Florence Police Chief Maury Sanders admits it was a mistake and steps have been taken to prevent a reoccurrence. A 911 dispatcher took a call Sunday afternoon, December 19th at about 1:45. The caller was reporting a large plume of smoke in the Sutton Lake area. Sanders said it’s not clear why the dispatcher did not call out firefighters. Two hours later, when another call came in, Siuslaw Valley Fire and Rescue was finally notified and Fire Marshall Sean Barrett was on the scene within minutes. He found the twisted and melted remains of a motor home owned by Keith Swehla. Swehla, a camp host at the facility, was not at home, but his dog perished in the blaze. Barrett said it’s likely the RV was a total loss when the first call came in and firefighters would not have been able to make any difference had they been notified earlier. He pointed out the nearest station is less than three-miles away and even a quick response would have been fruitless. Sanders said steps have already been taken to prevent a similar situation… he declined to identify the dispatcher, saying it was being dealt with through the personnel process.

Workers making minimum wage in Oregon will get a raise at midnight tonight. Full time minimum wage earners will see less than $20 a month more after the ten-cent an hour raise kicks in. An adjustment included in a voter approved measure in 2002 ties the wage to the rate of inflation. Because of the recession, there was no increase last year. This year’s hike takes the base hourly rate from $8.40 to $8.50. The Oregon Employment Department says there are roughly 121-thousand jobs in the state that will be directly affected.

Outgoing Lane County Commission Chair Bill Fleenor will preside over the annual “State of the County” ceremony Monday morning at Harris Hall in Eugene. The West Lane Commissioner will hand out awards at ten, then turn things over to North Eugene Commissioner Rob Handy to present the first half of the State of the County address. East Lane representative Faye Stewart will deliver the second half, then Stewart will take the oath for his third term on the panel. New commissioners Sid Leiken and Jay Bozievich will also take the oath for their first terms. The session begins at ten AM.

Volunteers who shuttle medical records, lab results and x-rays between buildings on the Peace Harbor campus have put more than 28-thousand miles on a golf cart over the past 13 years. La Paloma also carries patients between the hospital and clinics on campus. Long time hospital board member and advocate P.T. Smith pushed for the initial cart back in 1997. When news came late this year that the old one was wearing out… Smith came through again. Hospital administrators say he donated $11-thousand for the purchase of a new one.

Wet turnes to icy - Police urge revelers to keep the party off the road - Coos Bay Rail Link nearing completion

Weather causing travel perils…

It’s not as bad as in other parts of the country, but travelers headed home or back to school after the holidays are still encountering challenges on Oregon highways related to the weather. Work crews spent much of yesterday cleaning up minor rock and debris slides, dealing with blocked culverts and keeping roadways open after three days of heavy rains. Thompson Creek Road, off Highway 36 just north of Mapleton is closed again today after a rock slide halted travel and blocked access to a handful of homes. Today’s travel challenges have extended to include icy conditions as motorists are facing slick driving at lower elevations and heavy snow in the mountains. Highway 126 just east of Veneta was closed for about an hour early this morning because of a two vehicle crash attributed to ice. Several crashes were reported on freeway ramps in the Eugene Springfield area and up and down I-5. Interstate 84 in Northeast Oregon was closed several times yesterday as heavy snow hampered travel along that corridor. In Burns, a thick blanket of wet snow caused several problems and contributed to a building collapse. Drivers headed over mountain passes are advised to be prepared for winter conditions and should allow themselves plenty of extra time to get where they’re headed.

Last year was only the second time in the past 40-years that nobody died in an alcohol related crash over New Year's in Oregon. According to Lieutenant Greg Hastings with the Oregon State Police, on average, there are five traffic deaths each year during that time period. The most New Year's alcohol deaths have occurred twice, with a dozen fatalities each in 1998 and 1999. Hastings says travelers are urged to “keep the party off the road”. Stepped up enforcement efforts on Oregon highways will begin this evening and continue through midnight Sunday with added patrols looking specifically for drunken and impaired drivers.

Ownership of the final 23-mile section of the rail link between Coquille and the Willamette Valley has been consolidated with the Oregon International Port of Coos Bay. The Port finalized purchase of the final link, between Coos Bay’s North Spit and Coquille last week, taking possession from Union Pacific. That transaction includes rail yards in North Bend and Coos Bay. Work has wrapped up on a $3.7-million tunnel rehabilitation and maintenance project this fall, and an engineering consultant is developing plans to make repairs to tracks and ties in the spring. Resumption of freight service is expected by this summer.

Undersheriff Tom Turner will take over on an interim basis, the Board of Commissioners will make an appointment to the post sometime in the near future. Whomever is selected will serve until January of next year… the next elected sheriff will be chosen in the 2011 general election. A series of very wet storm systems have dropped plenty of rain over Western Oregon in the past two days… more than two inches were recorded in Florence Tuesday alone. The river gauge on the Siuslaw, three miles upstream from Mapleton, showed the Siuslaw peaked at less than an inch below flood stage at about two AM today and, despite continued rainfall, is likely to continue falling. Forecasters say landslides and debris flows are also possible.

Nominations for Florence’s First Citizen and a half dozen other Siuslaw Awards are due by the end of this week. The Siuslaw Awards banquet is set for Friday, January 14th, but entries are required no later than the close of business December 31st. In Florence the average price increased six cents a gallon, but remains well below the three dollar mark at $2.92. Drivers in the state are looking at another hefty price increase by this time next week… the legislature approved a six-cent hike in gas taxes two years ago… it takes effect Saturday.

In Dunes City there are openings on the Planning, Roads and Parks and Recreation Commissions as well as a half dozen other committees. Applications can be submitted to each respective city hall by the end of next week.

City manager looks back… and ahead…

It has been a good year for city projects according to Florence City Manager, Bob Willoughby, with a lot of targeted projects now accomplished…
200 “ Some things that we’ve been working on for a long time for a long time – you know, the new senior center, uh, we got a crosswalk built with several more in the works, an duh, we’ll probably acquire the Barnett property…

On Bay Street, overlooking the river, the property is targeted for the Siuslaw River Bridge interpretive center…
201 “Which is a park, there will be some additional parking under the bridge, which is always needed in old town. There’ll be a deck and a viewing platform of the bridge with some signs talking about the history of the bridge…

One component of that project is a storm water treatment demonstration to treat storm runoff in a natural way before it reaches the river. An interpretive trail, with signage, will explain how wetlands can help filter pollutants from the runoff. That portion of the project will be funded by an EPA grant.

Anyone making cash donations to a school music booster group; school, college or library foundation; or any performing arts group is a cultural donor. In Oregon, cultural donors can make a matching gift to the Oregon Cultural Trust to earn the state's unique cultural tax credit - a 100%, dollar-for-dollar savings on what is owed the state of Oregon. But, like any charitable contribution, gifts must be completed by December 31. The money raised through the cultural tax credit returns to the community as grants. Since 2002, Oregonians have contributed $21 million to the Cultural Trust: $12 million remains in an endowment to ensure future culture funding; and over $9 million has been distributed in 775 grants that benefit every county in Oregon.

Highway 101 Safety, MBA Sends 5 To Hospital, Tymchuk Interim Historial Society Director, Fire Destroys Travel Trailer

101 Safety Projects won’t be delayed after all…

Three Highway 101 pedestrian safety projects will proceed on schedule after a state transportation task force reviewed them and found they did not pose any inhibitions on the passage of freight. The three crosswalks, at Second, Seventh and 18th streets in Florence are set to go to bid in early February according to Florence Public Works Direct Mike Miller. Miller had previously informed the City Council that the Freight Mobility Committee would have to look at the crossings before they could be bid, thereby holding them up as much as 60-days. But, he said, Freight Industry representatives agreed with Oregon Department of Transportation officials that the three projects would not create any so-called “pinch-points” that would restrict truck traffic. In fact, all three would leave a wider ‘curb to curb’ width than the 26-foot wide Siuslaw River Bridge. Project engineers have already submitted the full plans and bid documents to ODOT for review. Miller says the crosswalks are fully funded using federal transportation funds but ODOT will manage and administer construction. Construction is expected to begin in May or June of 2011 with completion by the end of the summer.

Siuslaw Valley Fire and Rescue spokesperson Sean Barrett said Swehla’s dog perished in the blaze. Barrett said the man also had no insurance. A Lane County Jury found 28 year old Tyler Clayton Davis guilty in the drunk driving case that killed two of Davis’ friends this past fall. After a three hour deliberation Tuesday, jurors found Davis guilty on two counts of second degree man-slaughter. On September 18th after drinking with his friends, 26 year old Joshua William Thornton and 24 year old Nicholas Brodie Schneider – Davis proceeded to drive the three of them home. Both victims were ejected from Davis’ F-360 Ford Pickup truck when the vehicle overturned on Canary Road south of Florence. Officers with the Florence Police Department testified they had warned an intoxicated Davis to not drive less than an hour before the fatal crash. Under Measure 11 state requirements Davis is mandated to serve a minimum six years and three month prison term, a sentencing date has not yet been set.

Off Road Vehicle Plan Nearing Completion · Community Christmas Basket Project Helps More Than 600 Families · Christmas Trees To Be Recycled

Dunes off road plan nearing completion….

Work on a new plan, that will likely limit the areas on the Oregon Dunes that off-highway vehicles can ride, is nearing the final stage. Central Coast District Ranger Pam Gardner with the U.S. forest Service says a working group made up of riders, government agency representatives and environmental interests finished up a year of work identifying areas where riders have historically been allowed to ride. Part of that process also included defining vegetated areas that were formerly open sand but have now become overgrown by invasive species. Gardner says those areas may benefit by having more traffic. The next step is to take the process inside the agency for refinement.

215 - "We have assembled a team of our resource specialists that includes all of the environmental issues and social and economic issues that we think will be associated with this process."

Gardner says the rough draft, or "scoping" should be completed by early spring.

216 - "We expect probably by the first of March we will have a proposal out. It won't have a lot of detail, it's kind of our first step, but it helps us identify issues that we might have over looked."

Critics say they fear the plan will be used to further reduce the areas that can be accessed by off-roaders, thereby forcing more riders into a smaller space. That would degrade safeties well as possibly deter riders from even coming to the coast. The final decision on the "designated routes" program will be made by the Siuslaw National Forest Supervisor, probably by Earl fall.

You may think it's a little early to think about what to do with your Christmas tree. But it's never too early to think about fire safety. Christmas trees can dry out quickly and by the time the holiday arrives many trees are more of a hazard than a decoration according to Siuslaw Valley Fire Marshall Sean Barrett. That's one reason why firefighters will be picking up trees again this year. Barrett said three days have been set aside for pick ups this year. The first is Wednesday, December 29th, then Sunday January 2nd,with the final pick up set for Saturday, January 8th. All trees, including flocked trees, will be recycled. Barrett says a five dollar minimum donation is requested. Pick ups can be scheduled by calling Siuslaw Valley Fire And Rescue any time during business hours

The left over supplies won't go to waste... It all goes to Florence Food Share.

Corps of Engineers warns about jetties - Cost of driving to go up - Douglas County assumes Umpqua Lighthouse

Army Corps of Engineers issues jetty warning…

Witnesses watched in horror last month as waves washed a young couple off the South Jetty of Yaquina Bay in Newport. Kathryn and Michael Meyers of Portland had been celebrating their 15th wedding anniversary with a trip to the coast. Both drowned. Two years earlier it was two young men, one lived… the other did not. Eric Bluhm (bloom) is a project manager for the U.S. Army Corps of engnineers, which build jetties… the long rocky structures that help ocean going vessels navigate safely from harbor to seas. Bluhm understands their appeal to beach walkers who want to be closer to the waves. But the Army Corps and Oregon State police are spreading the word… Jetties can be dangerous, even on a nice day.

Operation and maintenance of the distinctive red and white beacon of the Umpqua Lighthouse near Winchester Bay has been officially assumed by the Douglas County Parks department. The light was first lit October 10th, 1857, however it was abandoned seven years later because of unstable footings and the tower actually collapsed a few weeks later. A new light was erected on the present site 30-years later and was lit December 31st, 1894. The U.S. Coast Guard automated operations in the 1960s and continued to operate it until it was determined to be no longer necessary for navigation last year. Rather than see it decommissioned, Douglas County stepped in to assume responsibility earlier this year… the transfer was finalized this week.

It’s going to get more expensive to fill up your gas tank in Oregon after the first of the year. The Oregon legislature, in 2009, approved an increase in gas taxes from 24 to 30 cents per gallon. The hike was tied to economic growth at the time… it wouldn’t become effective until two consecutive quarters of job growth were recorded… that still hasn’t happened, but lawmakers also required that it take effect no later than January First, 2011. The higher tax is expected to add about $30 a year to the average driver’s fuel cost.

If the weather cooperates Monday night, residents in the Pacific Northwest will be able to see a complete eclipse of the moon. Just a few hours before the Winter Solstice, the full moon will move into the shadow of the earth. Lee Dawson, Communications Director for OMSI, the Oregon Museum of Science and Industry, says the “penumbral” eclipse, when the moon moves into the shadow of earth’s atmosphere will begin just before 9:30 Monday evening. The full eclipse itself will begin at 11:40 PM and last for 73 minutes. All effects of the eclipse will be done by 3:04. Dawson says if you miss this one, there’ll be another one exactly one year later.

Fire claims one life in Reedsport - Christmas Baskets exceed one week fund drive goal - Designated Routes on the Dunes

Accidental Cause likely in death of Reedsport Woman

Authorities in Reedsport are investigating the cause of a blaze that killed one woman early Tuesday. Police Chief Mark Fandrey said 56-year old Susan Lee Ragan’s body was found in a bedroom after firefighters contained the fire.

200 – “She was fairly limited in mobility, had some health issues. Which again, probably contributed to her inability to recognize that the house was on fire and get out.”

Douglas County 911 took the emergency call just after 11 AM Tuesday and crews responded immediately. But, even so, by the time they arrived the manufactured home was fully engulfed in smoke and flame. It took about 45 minutes to control, then another several hours were spent on mopping up. Fandrey said the Medical Examiner’s preliminary indication is that smoke inhalation was the cause of Ragan’s death.

201 – “There’s nothing that’s leading us to believe that there’s any kind of arson or any kind of foul play but certainly we’re working to conduct a very thorough investigation just so we can rule out the possibilities.”

Oregon State Police, along with the State Fire Marshall’s Office, are taking the lead in the investigation.

Organizers of the Community Christmas Basket project say they will likely exceed their short-term fund-raising goal set last week when an anonymous donor pledged half of the ten-thousand dollar shortfall. According to Carol Bennett with the Soroptimist Club one other anonymous donor kicked in $1500, plus there were several other donors that matched money in the $5000 pledge. Workers have been sorting canned goods, toys and making logistical efforts for the Saturday distribution. Bennett said volunteers are still needed. Anyone interested in helping out can come to Three Rivers Casino Bingo Hall by nine-AM Saturday. Recipients have lined up as early as five AM in past years. The distribution begins at ten. An estimated 550 area households are expected to receive a food box with the makings of a holiday meal.

Three performances of the Holly Jolly Follies are set for this weekend at the Florence Events Center. Producer Pat Sapp says the variety show will be… just that… a variety.

205 – “We have dancers and singers, we have an orchestra, we have comedy skits that include Popeye and I Love Lucy, Santa’s trying a GPS for the first time on his sleigh. It’s a blast.”

Tickets are $12 and are available at the Florence Events Center Box Office. Sapp says a half dozen local non-profits will benefit from the show.

206 – “Quality Child Care and Food Share and Boys and Girls Club and Rotary and STEP and, uh, Siuslaw Outreach. Rotary was, uh, their, their money was going to buy turkeys for Soroptimist Christmas Baskets. See how we just circulate that?”

Three shows are on tap… Friday evening at seven, then again Saturday at three and seven. Sapp says the charities can earn as much as $800 each if all three shows sell out.

The District Ranger for the Central Coast area of the Siuslaw National Forest will present an update on the process for determining “designated routes” that off-road vehicles will be allowed to use on the Oregon Dunes. It’s part of a process that started nearly two decades ago, but the Forest Service didn’t begin working on in earnest until two years ago. Pam Gardner will explain the proposed regulations that will shift off-road use from one of “any area is open unless otherwise posted” to one that allows vehicles only in specific areas. A working group, made up of dunes users, government agencies and environmental interests met for a year identifying historic routes, they wrapped up their recommendations earlier this fall. Now, says Gardner, it’s up the her agency to sift through the information and take comment directly from the public. Gardner will speak at the Noon Forum of the Florence Area Chamber of Commerce at Best Western Pier Point Inn… it’s open to the public.

OPT nearing deployment of wave generation - Waldport man dies on 101 - Bottom 20 Oregon charities

Power generating buoy prepared for deployment

A New Jersey based company looks to be the first to deploy a ‘utility scale’ wave electrical generating farm in US waters. Ocean Power Technology says they’ve completed construction on the steel structure for a 150-kilowatt generating device set for ocean trials next year. That buoy will be deployed in the Pacific Ocean near Winchester Bay. With the steel structure complete, fabrication is under way for the power ‘take-off’ and control systems. Those will be initially tested on dry land during the first half of 2011 before ocean trials begin next summer. Ocean Power Technologies signed agreements with 11 federal, state and local agencies last summer in preparation for the testing. OPT’s technology utilizes a buoy tethered to the ocean floor with a floating portion moving up and down with the action of the waves, generating electricity. Successful ocean testing of a 40-kilowatt version of the generator has been completed in Hawaii for the U.S. Navy.

An 82-year old Waldport man died when his van left Highway 101 just south of that community sometime between Monday and yesterday morning. Charities that purport to be for veterans, firefighters, law enforcement officers and missing or disabled children top the list of the 20-worst non-profits operating in Oregon. Attorney General John Kroger says none of the groups are based in the state, but all are registered to do business here. Number one on the list was Shiloh International Ministries of La Verne, California which reported less than four percent of their nearly one-million dollars in expenditures last year actually went to charitable causes. Kroger says two more of the ‘bottom 20’ spent less than 10-percent on charity… while the other 17 kept more than 75% for wages and expenses. That list is available on the AG’s website.

Waite farm to revert to natural state - Christmas Basket gets anonymous donor - Two Eugene men arrested near Florence with guns and drugs.

(USFS photo by Roy Lowe)

Former Dairy Farm could revert to natural state…

It started out as a tangled mess of bushes, small trees and an occasional Sitka Spruce., a landscape that has largely vanished from the Oregon Coast.
201 – “It was historically a crabapple swamp. Which is a form of a scrub-shrub… what we call a scrub-shrub wetland that is now essentially gone from the Oregon Coast but historically there was quite a bit of it.”

Ryan Ruggiero is talking about the 217 acre Waite Farm, four miles east of Florence, that for the past century supported generations of dairy and beef ranchers. The property was acquired this week by the McKenzie River Trust.
200 – “We were very excited to finally acquire the property, but really the work is just beginning because we envision a lengthy analysis and design process where we’ll look at the various restoration alternatives for the property.”

Much of that effort, he says, will have to be mindful of neighboring private property owners as well as Highway 126. By the time they’re done, what was once productive agricultural land will become productive in a different way.
202 – “Really, the value from a water quality and an aquatic habitat perspective is enormous, and estuaries are disproportionately productive ecosystems relative to their size. So they produce a lot of really important ecological features like baby fish for example.”

Ruggiero says McKenzie River Trust will partner with groups such as the Siuslaw Watershed Council to make the transformation… a similar project to several that have already been accomplished locally.

Organizers of the Community Christmas Basket Project have been scrambling to come up with the cash to pay for an estimated 550 food boxes and gifts for area families this Christmas season. When a story aired on Coast Radio yesterday talking about the effort, Jan Nieberlein said it resulted in almost instant action.
205 – “I just received a call from a member of the community who had heard on the radio that we still needed funds for the Community Christmas Basket Project.”

The caller, who didn’t want to be identified, offered to put up half of the shortfall.
206 – “She volunteered to match donations up to a total of $5,000.”

Nieberlein said they’re tracking donations this week and hope to match the full amount. Cash and checks can be dropped off at Hoberg’s Muffler Center on Highway 101 through next Friday.

Two Eugene men were arrested on a variety of charges after a traffic stop near Florence over the weekend resulted in the confiscation of a stolen assault rifle, cash, a stash of methamphetamine valued at about $4,000 and false ID. 19-yar old Andres Avila Gamboa was pulled over Saturday evening seven miles east of Florence on Highway 126. A state Trooper discovered the items, along with a loaded handgun. Also arrested was 22-year old Cesar Omar Erives-Gonzales. Police say additional charges may be pending.

SALEM, Ore. (AP) - A prosecutor seeking the death penalty for an
Oregon man convicted of killing two policemen has told jurors the
man had a history of fantasy plots to murder people he didn't like
-- including former President Bill Clinton. But a defense attorney

fantasies, and that shows he isn't the terrible man prosecutors are
portraying. Turnidge and his son, Joshua, were convicted Wednesday
of aggravated murder and other charges.

Christmas Baskets will make do - Who'll stop the rain? - Siuslaw Awards - High school conferences.

Christmas baskets will make do…

An estimated 550 households will get a box with the makings of a holiday meal the week before Christmas, but Jan Nieberlein says just how much goes in that box is dependent on fund-raising.
210 – “It is slower this year. We’re about $10,000 below what we should be right now.”

The Community Christmas Basket project started in Florence more than 30-years ago. Each holiday season they raise money, collect food, toys and even clothes, then pass them out to whoever thinks they may need it. Nieberlein said donations usually trickle in early in the fall, then come in stronger around Thanksgiving.
211 – “We spent $28,000 last year. We shoot for $30,000 and that’s with everything, not just the money, but, like the Rotary which, bless them, you know, raised funds for the turkeys.”

This year’s fund raising has been lagging behind even the last two years. Nieberlein says they don’t question why, they just make-do with what they have.
212 – “Then the baskets won’t have quite as much as they had last year. You know, we we, we’re on a cash only basis and so if we don’t have the money then we can’t buy the product.”

Cash contributions can be mailed to Post Office Box 1209, Florence. This year’s distribution will be at Three Rivers Casino Bingo Hall December 18th.

The National Weather Service is saying a wet and warm storm system laying up off shore is expected to bring a lot of rain to Western Oregon this weekend. But, they’re not sure just exactly where or when. Three to six inches of rain are expected in areas along the coast and on the coast range, likely on Saturday. One to three inches could fall at lower elevations inland. The rain could lead to sharp rises in river levels and flooding. Forecasters are saying they could issue a flood watch by later tomorrow or Saturday morning.

For the past 40 years or so the community has gathered together to honor the ‘First Citizen’… someone who has made a significant contribution in one way or another. An outstanding high school student has also been recognized as being the “Future First Citizen”. Three years ago the Florence Area Chamber of Commerce added five more categories and branded the entire evening as the Siuslaw Awards. The presentations are set for January 14th and nominations are now open for all categories… The business awards categories include Curb Appeal, Customer Service, and Community Caring. One goes to an area non-profit or service club… that’s the Spirit of Community. The key award, the Stu Johnston Business of the Year, is presented to the business that embodies qualities of growth, innovation, volunteerism and outstanding customer service. Last year’s winner was Coastal Fitness. Nomination forms are available at the Chamber Visitor’s Center.

Parent-teacher conferences at Siuslaw High School postponed because of snow the week before Thanksgiving will be offered a week from today. Administrators say the conferences will be offered on a ‘drop-in’ basis Thursday, December 16th from two to four pm. There will be no assigned conference times and meetings will be on a first come, first served basis.

2011 Leadership Classes in Jeopardy

A free leadership program that has been offered in the Florence area for the past several years is struggling to find participants in a new class set to begin in January. In an email to the ten people already enrolled in the Ford Institute Leadership Program, Sara Worl encouraged them to recruit additional students. Worl is one of the trainers for the class and is a Regional Program Associate for Rural Development Initiatives. The class is funded by a Roseburg based organization, the Ford Family Foundation, that aims to strengthen rural communities. The free program has already produced several classes in the Florence area. The intention is to recruit and equip people to take leadership roles in the community and broaden the pool of candidates for such things as local elected offices, volunteer positions and other key leadership roles. The class is free. Worl says they need to recruit about 15 more potential students by the end of the week or the 2011 class will have to be cancelled. Information is available at TFFF.ORG.
