Domestic Violence needs increase while donations drop
More women and children than ever before are being served by domestic violence programs in Oregon. That’s what according to a recent national survey that showed on one particular day almost 600 Oregonians were in emergency shelters or transitional housing. At the same time, another 700 received other types of services. But, says Kerry Naughton with the Partnership for Safety and Justice, the most sobering statistic may be the 277 people that did not get the help they asked for that day because there wasn’t enough staff or money.
210 -- “45 percent of the programs in Oregon reported that they don’t have enough funding, and unfortunately, because of this funding shortage, women and children who are trying to flee abuse are often forced to return to, or remain in, dangerous situations, or they face homelessness.”
Naughton says domestic violence program directors also reported shortages of basics like diapers and baby food. Her group’s web site has a statewide list of shelters’ needs for those who want to donate… that’s safety and justice dot org.

Oregon’s Rose Bowl Quarterback Jeremiah Masoli will be in a Lane County Courtroom this afternoon to hear formal burglary charges in connection with a theft at a campus fraternity in late January. The Lane County D-A’s office says Masoli and former Oregon receiver Garrett Embry have each been charged with one count of burglary for allegedly stealing two laptop computers and a guitar from a campus fraternity. Running back LaMichael James was in the same courtroom this morning where he was expected to enter a plea other than not guilty in an unrelated domestic violence case. Ducks’ football coach Chip Kelley issued a statement last night saying he would not comment on either situation until tomorrow.
Daylight Savings time begins overnight Saturday night and fire officials says it’s a good time to check the battery. Despite an 11-year old law requiring most battery powered smoke detectors use 10-year lithium batteries, there are still a large number of alarms that use the 9-volt or other type of power supply. Siuslaw Valley Fire Marshall Sean Barrett recommends monthly testing of the alarms themselves and battery replacement with the start of Daylight Savings Time.
You too can be a guitar hero. Seacoast Entertainment Association, formerly known as Florence Performing Arts, will present the California Guitar Trio in concert this Friday evening at the Florence Events Center. At 3:30 tomorrow they’ll also offer a free 90-minute “Master Class” for intermediate level guitar players. Organizers says space is limited. Individual tickets to the seven pm performance are $20 and are still available at the FEC box office.

School board examining academic standards for athletes; gas prices going up; Florence Urban Renewal evaluating grant app. News from around the state.
Academic standards for student athletes on the table…
School board members will continue a discussion this evening on academic standards for students’ participation in sports. Siuslaw Superintendent Jeff Davis says officials will hear a report on just how student athletes perform in the classroom.
205 – “They’re going to hear data on how our students are doing. And frankly the athletes, our student athletes are performing in general better than our regular population.”
But that’s not always the case…
206 – “But there are exceptions and we know that a percentage of our students are playing ball and eligible for sports that are operating below a two-point-oh grade point average. And I think that’s what concerns people.”
There’s a delicate balance to be struck. Davis says athletics can sometimes make a difference between a marginal student staying in school or dropping out. The current standard allows one failing grade.
207 – “The other provision that we have in place, and we think this is a good fail-safe, is that students have to be on track to graduate.”
Officials are trying to decide whether or not to raise those standards, and if so, just how far. The Siuslaw School Board meets at 6:30 tonight at district offices on Oak Street.
The Florence Urban Renewal Agency will consider an application this evening for funds to upgrade the façade of the historic Kyle Building in Old Town Florence. Building owner Ron Hoaglund has applied for the money under the agency’s Preservation and Rehabilitation program. Urban Renewal set aside $100-thousand earlier this year that will be doled out to applicants who wish to enhance the appearance of their businesses. The agency board meets at city hall at 6:30

Officials frustrated by Sr Center age restriction; City approves fire ballot title; Snowy Plover nesting restrictions and the Siuslaw Symphonic Band
Age Limit at Senior Center Causes Angst
Officials are just as frustrated about a strict age limit at the new Senior Center as are those who will be displaced. Florence City Manager Bob Willoughby says when they were in the planning and early construction phases he and others at the city were under the impression that the 60-year old minimum age was more of a guideline than a hard and fast rule.
200 – “And then when we developed the contract, which was fairly recent, they changed that and said, no, it has to be exclusive. So, we were, I think, as surprised as anyone that it was an absolute rule with no, with no leeway at all.”
The age limit was set by congressional action governing all grants for senior centers, the only category available to Florence. Willoughby says neither city nor state officials can make any exceptions. It’s unfortunate, he acknowledged, and may be difficult for some to accept. But, he adds, it would literally take an act of Congress to change it.
201 – “At some point, people need to let it go and move on. We’ve had to do that, the Senior Boosters have done that. And for five years we’re going to have to need it work for what it is.”
That means, other than caregivers, employees or volunteers assisting with a particular program, the new senior center will be off-limits to anyone under the age of 60 for the first five years of operation. Failure to maintain and observe that policy would require repayment of the $800-thousand grant received by the city to pay for the facility.
It was one of the shortest meetings anyone could recall at city hall. The Florence City Council spent about five minutes yesterday taking final action on the wording for the ballot title that Florence voters will decide May 18th. The draft title on the question of annexing property inside city limits into the Siuslaw Valley Fire District was developed last month by city staff. The Fire District Board requested a change in the final paragraph spelling out that the current level of service would be maintained and that, if approved, residents inside the city would be able to participate and vote on members of the district’s board of directors.
Ropes, fences and signs will go up on several area beaches next week, outlining nesting areas for the endangered Western Snowy Plover. The small bird lays its eggs and raises young on dry sand areas above the high tide line in specific areas along the central and south coast. Beginning March 15th the enclosures go up; they’ll remain in place until next fall. No actual beach closures take place during the nesting season, but beachgoers are restricted to only the wet-sand portions in the nesting areas.
The Siuslaw Symphonic Band will be on stage this evening at the Florence Events Center for their annual winter concert. Featured pieces for the 7:30 pm concert include Bernstein’s Candide Suite and the Galop by Dimitri Shostakovich. The concert is free.

3 intentional fires set; Local buildings to get fiber connections; New Rhody Express to go in service; and council to finalize annexatin ballot title
Three fires intentionally set over two months…
Officials are investigating a series of three intentional fires that have been set in the area over the past two months. Siuslaw Valley Fire Marshall Sean Barrett didn’t say whether or not they were connected, but there were similarities. The first was set January 24th in two trash cans at Miller Park. The next came in a bale of cardboard behind Bi-Mart on February 19th. Barrett said the third fire set was the same morning just a half-block away in a dumpster at J&J Automotive. The fires are not a cause for alarm at this point, but Barrett says people who set trash and recycling fires are often known to escalate to setting more destructive blazes. All three were set in early morning hours and the causes are still under investigation. If caught, the person or people responsible could face arson charges. Barrett says anyone with information about the three fire sets or any other related activity should call him at the fire station, or notify police.
An $8.3-million federal grant will strengthen wireless and broadband connections in much of Western and Southern Oregon, some of it will spill into the Florence area. The American Recovery and Reinvestment Act funding was awarded to the Lane Council of Governments. L-COG Telecommunications Manager Dan Mulholland says it will enhance an existing fiber-optic backbone with 124 miles of additional fiber. A quarter-million dollars will be spent to connect eight public facilities in Florence to the network, including city hall; the Justice Center, the Events Center and other state and county facilities. Mulholland says the installations will be made in a way that will allow other companies to take advantage of the local network.
Visitors to the Florence Home and Garden Show over the weekend saw a shiny new green transit bus parked out front. It’s the new “Rhody Express” and will replace the existing bus that’s been in service for a decade. Florence Advisory Committee staffer Darby Conner says the new unit comes at no direct local cost…
210 – “In 2008 we partnered up with Lane Transit District. And they applied for a grant through the Obama stimulus money that was out there and we got the funding so this bus didn’t cost our community anything.”
The new Rhody Express also has an easier to operate wheel chair lift making it safer and more convenient for the driver and passengers. It is slated to go into service this month.
Today’s the last day to make any changes to the ballot title associated with Florence City Council resolution number 8. It was approved last month and calls for an election on the question of annexing property within the city into the Siuslaw Valley Fire district. The council has received comments on the ballot title and will take final action during a special meeting this afternoon at City Hall. That’s at four o’clock. Voters will make the final decision on the question in May.

LCC Science Lab opens; Bassett acquitted; Sea Lions on the lam; and Home and Garden Show opens
Science Lab will allow expansion of offerings…
When the new science lab at Lane Community College in Florence is put into use for spring term it will be light-years ahead of the previous facilities. Lane President Mary Spilde (SPILL-dee) say the previous lab had to serve up to two-dozen students at a time with very limited amenities.
215 – “Our laboratory as you know was a classroom with a sink and now we have a fully equipped state of the art science lab for the Florence community and I just think that’s a great step forward.”
Spilde will officially dedicate the lab and a new ‘Smart’ classroom with a ‘linked’ multi-media capability at ten o’clock. The combined cost for the two, about $365-thousand and represents the fulfillment of a promise made two years ago.
216 – “The money came from our bond that we passed in 2008.”
Spilde said she and others promised to spend a portion of that $83-million capital levy on facilities in Florence. The new lab allows the Florence Center to expand the number of classes available for health-care related classes, including an expanded nursing program.
After just over an hour of deliberation yesterday a Lane County jury cleared the former director of Siuslaw Outreach Services of all 21 first degree theft charges. Ethel Bassett was fired from her postion, which she held for nearly a decade, in the fall of 2008. A state Department of Justice investigation the following year led to the charges that she misappropriated $54-thousand in cash received from a domestic violence education program. After a weeklong trial jurors agreed with Bassett’s defense attorney that the state failed to prove the allegations.
After spending the winter along the Oregon Coast, thousands of California tourists have headed off for other digs.
219 – “They folded up their lawn chairs and they took their umbrella tables and we saw them, you know, a few of them going south.”
Sea Lion Caves owner Steve Saubert says the approximately 17-hundred California Sea Lions seen on and around the rocks recently began moving out a few weeks ago. Saubert says there are usually a few of the California Sea Lions mingling with the Stellars, but since November their numbers have increased. Scientists say they were puzzled, but figure the huge mammals were simply following food. They’ve been showing back up in the San Francisco Bay where they’ve been a fixture for more than two decades.
The 14th annual Home and Garden Show will run this weekend at the Florence Events Center. In addition to the dozens of exhibitors offering products and services for the home, visitors can also get a free H1N1 flu shot today… and get help filling out their census form. Census workers will be on hand inside the new Rhody Express bus that will be on display in the parking lot.

Officials say local disaster prep good, but need more work; Leiken opts out of 4th district race; LCC science lab dedication set and Mary's Peak gates
Local Disaster Prep held up as a statewide model, but local officials say there’s still work to be done.
Devastating earthquakes in Haiti and Chile, and subsequent relief efforts have grabbed the attention of local emergency officials. Fire and rescue responders have long known that if an earthquake happens along the 700-mile long Cascadia Subduction Zone happens, damage and destruction will stretch from Seattle to Medford and all along the Oregon Coast making it difficult to get help to stricken areas.
210 – “Are we going to be standing in line to take a number to get any resources coming in from FEMA? Yeah! We will be.”
Siuslaw Valley Fire Chief John Buchanan says local efforts to plan for such a disaster have been underway for several years.
211 – “But we’re still walking, we’re not running yet. That’s the issue. We need warehousing, we need warehousing for both sides of the bridge.”
Buchanan says the local plan has served as an example for other coastal communities. There’s a solid tsunami warning system in place; neighborhood groups are organized for a localized response; and officials have spent a lot of time trying to educate residents on the need to be personally prepared. An ongoing challenge, though, has been providing for relief efforts to bridge the gap between the onset of a wide-spread disaster and the arrival of outside help… something he says they continue to work on.
Springfield Mayor Sid Leiken (LY-kenn) announced yesterday he’s dropping out of the Fourth District Congressional race… and instead will seek the East Lane seat on the Lane County Commission. Leiken fined by the Oregon Ethics Commission last fall for unlawfully converting campaign money to personal use. He had been seeking the Republican nomination to challenge veteran lawmaker Peter DeFazio. Now he’s one of a half dozen candidates seeking the position held by Bill Dwyer who announced last year he would be retiring.
Forest Service officials opened the upper gate leading to the highest point on the Oregon Coast Range this week. That opens up public access to the summit of Mary’s Peak, midway between Corvallis and Waldport. Pam Gardner, Central Coast District Ranger for the Siuslaw National Forest said the mild winter meant a smaller snowfall and an earlier than usual opening. Hikers now have access to several popular trailheads, a campground and an observation point that offers views of the Pacific Ocean more than 40 miles away.
A new science lab, funded in part by voter approval two years ago of a bond measure, will be officially dedicated tomorrow morning at Lane Community College in Florence. Bob Purscelley says the ten A.M. ceremony will include brief comments by Lane President Mary Spilde (SPILL-dee) along with student demonstrations of the lab. The center’s new “SMART” classroom will also be on display.

Former Florence Resident Plans Insanity Defense
An Army veteran charged with murder in the fatal shooting of his Creswell neighbor has filed notice that he’ll rely on an insanity defense. Jarrod William Pardun (parr-DUNN) also says in the filing that he did not intend to kill 59-year old Stephen Thurston last July 18th. Pardun’s trial on murder and other charges is set to begin March 30 in Eugene. Lane County Circuit Court Judge Maurice Merten has ordered the 29-year old to submit to an examination next week by a prosecution psychologist. According to the Register Guard, Thurston died from a shotgun blast shortly after confronting Pardun about his driving in front of Thurston’s home. Pardun told investigators the day of the shooting that he was under treatment for extreme post-traumatic stress disorder related to his Army service five years earlier. Thurston was a fellow veteran who had also battled PTSD following his service in the Vietnam War.

Oregon’s ‘shaky history’ will be explored this afternoon on KCST’s Our Town. Oregon Department of Geology spokesman James Roddy will talk about the devastating earthquakes that have occurred along the Oregon Coast many times over the past several hundred years. Joining him will be Florence Police Chief Maury Sanders and Siuslaw Valley Fire and Rescue Chief Jon Buchanan. All three will talk about efforts to prepare coastal residents for the probability of a large quake similar to those that have happened recently in Chile and Haiti. That show this afternoon on KCST from four to six pm.
After holding steady for several weeks fuel prices are beginning to move up. In Florence the average price for a gallon of regular unleaded went up by three cents this week to $2.68. Oregon’s average went up by twice that amount and is at $2.81. The national average is $2.70 … four cents higher than last week. Marie Dodds with Triple-A of Oregon says fuel prices often begin to increase in the spring, partly because of increased economic activity. She says refineries also often shut down in the spring for maintenance, decreasing supply.
Once again the three-day Florence Home and Garden Show will be anchored by the displays of four separate nurseries but that’s not all. The 14th edition of the show opens Friday at two pm and area residents who still don’t have their H1N1 vaccines can get one courtesy of Lane County Public Health. Saturday hours run from ten to six, with ‘no-cost’ admission in the final two hours. Sunday it wraps up from 11 to three. Free flu shots are Friday only from two to seven.
