Argument leads to assault and rape; Florence man arrested for encouraging child sex abuse; Lane County considering revamping Justice Court

Argument leads to physical assault and alleged rape.

Florence police arrested a 52-year old man at a makeshift campsite Tuesday afternoon near the dunes west of Fred Meyer after his girlfriend said he assaulted and raped her. Employees at Sand Pines Golf found the woman staggering across the Seventh Green about 2:00 that afternoon. She was taken to Peace Harbor Hospital where staff members informed police the woman reported being raped. Officers went in search of the campsite where they located Billy Eugene Dill and arrested him. The woman, who police have declined to identify, told them the two got into a fight after she spoke with family members on the pay phone at Fred Meyer. While walking back to the campsite an argument escalated and Dill allegedly struck her several times and threatened to kill her. At some point in the argument, according to the woman, she was knocked to the ground and that’s when Dill raped her. When she was able to get up, she ran from the camp. Dill spent Tuesday night at the Florence Justice Center and was transported Wednesday to the Lane County Jail. He faces charges of Rape, Assault, Menacing and Physical Harassment. His Bail is set at $25-thousand.

A 29-year old Florence man was taken into custody yesterday on charges of Encouraging Child Sex Abuse after a number of sexually explicit images were found on his laptop computer. Brian Lee Yoakum asked someone to repair his computer in April and while making the repairs, that person discovered the images and contacted police. Following an investigation a Grand Jury Indictment was returned for five felony counts.

It’s official, he’s now a former Oregon quarterback. Jeremiah Masoli was kicked off the team yesterday by head coach Chip Kelly for failing to “adhere to obligations” after Masoli’s burglary conviction. Kelly suspended Masoli for the entire season and laid out the conditions allowing the San Francisco native to remain on the team. Kelly said those conditions were violated when Springfield police stopped Masoli earlier this week and found a small amount of marijuana in the glove box of his car. He was cited for possession, driving with a suspended license and failure to properly stop when entering a roadway. Kelly declined further comment.

Lane County Commissioners have asked Governor Kulongoski to hold off on naming a replacement for the Central Lane Justice of the Peace. That’s to give them a chance to consider reorganizing the Justice Court System in Lane County. Presently there are three Justice Courts; one each in Springfield, Florence and Oakridge. County Administrator Jeff Spartz presented three options: maintaining the status quo; going with two courts and using pro-tem judges in either Florence or Oakridge; or restructuring to one county-wide Justice Court. Spartz said the vacancy provides the Board a good chance to consider reducing costs.

PORTLAND, Ore. (AP) - Investigators who have searched for six
days for a missing 7-year-old Portland boy without success are
turning to experts from across the state to assist in the expanding
effort. The search has been slowed by the rough terrain surrounding
the rural school where 7-year-old Kyron Horman was reportedly last
seen after a science fair by his stepmother on Friday morning.

SALEM, Ore. (AP) - Serial rapist Richard Troy Gillmore has told
a three-member panel of the Oregon parole board that there would be
no future victims if he gets out. The panel made no decision last
night after an eight-hour hearing. A ruling could come in two
weeks. Two of Gilmore's victims testified, asking the board to
consider their lifelong wounds. They waited more than five hours to
speak at the hearing.

PORTLAND, Ore. (AP) - Oregon state agencies proposed $577
million in budget cuts yesterday, but Gov. Ted Kulongoski said he
won't allow one that would set prisoners free before their time is
up. The idea arose and was knocked down on a day when it became
clearer what's at risk in the state's latest round of budget
troubles, including big cuts in human services at a time when one
in five Oregonians is on food stamps.

ROSEBURG, Ore. (AP) - An 18-year-old Douglas County driver says
a flip-flop caused him to crash a car into a building. State police
say Christopher De Nard of Camas Valley was driving without a
license Tuesday when he crashed into a Market Plus store. There was
a large hole in the wall, but no injuries. De Nard told police his
flip-flop got stuck on the accelerator while trying to park.

PORTLAND, Ore. (AP) - Oregon legislators won't be going back
into session to deal with the state's latest budget troubles -- at
least not right away. House Speaker Dave Hunt said yesterday he and
his colleagues have rejected calls for a special session, which
Republicans say would allow them to pick and choose among budget
cuts to deal with a $577 million shortfall.

BEND, Ore. (AP) - An attorney for a Bend solar contractor
accused of theft and racketeering has asked a judge to let his
client out of jail. The court-appointed attorney says Eric Wisehart
needs more time to review thousands of pages of case materials and
is not eating well because he's allergic to some foods served at
the Deschutes (duh-SHOOTS') County Jail.

PORTLAND, Ore. (AP) - The Multnomah County sheriff's office says
it's making use of a 2007 law as it searches for a 7-year-old boy
who vanished from his elementary school west of downtown Portland
last Friday. The law allows local authorities to call on colleagues
in all Oregon counties to help with a search. Multnomah County
Sheriff Dan Staton says he now expects hundreds of searchers will
help look for Kyron Horman of Portland.

ESTACADA, Ore. (AP) - A water-rescue crew that just happened to
be training nearby has rescued a 30-year-old Oregon man who fell
out of his kayak in the icy, rain-swollen Clackamas River near
Estacada. Clackamas Fire District 1 spokesman Steve McAdoo says the
Oak Grove man was exhausted when the rescue crew pulled him into
their boat Monday. The Oregonian reports the kayak was upside down
in the water and he couldn't flip it over.

TAKING A LOOK INTO COAST RADIO SPORTS:

NCAA Track and Field:
Nicole Blood posted the first points of the NCAA Track and Field Championships for the Oregon women with her 3rd place finish in the 10,000 meters yesterday. Periodic downpours mixed with bursts of sunshine punctuated the day at Hayward Field in Eugene as Brianne Thiessen scored well in the opening heptathlon events and the Oregon women remain in contention for a possible title. The men are in contention as well, but face a tougher time of it. The meet runs through Saturday in Eugene.

A non-league game is set at North Eugene High School this evening between the Three Rivers Sandblasters and the Eugene Bi-Mart Challengers… air time is at 5:45… first pitch at six.
